Cosmetics are the object of conformity assessment of the technical regulation of the Customs Union 009/2011 (hereinafter referred to as TR CU). Each type of product that falls under the TR must undergo a mandatory assessment according to its requirements.   • any cosmetic products manufactured for use by children;
  • skin lightening products;
  • products used for teeth whitening;
  • goods used for tattooing.

If the product falls under the scope of the technical regulation, but is not reflected in Appendix 12, then its compliance with the safety requirements of the technical regulation is confirmed in the declaration form.

Conducting research and obtaining a test report

An obligatory stage of declaring and registering cosmetics is research. Research is organized in the laboratory. When they are carried out, the compliance of products with the requirements that are imposed on them by technical regulations is assessed. This:

  • contamination with microorganisms;
  • chemical and physical properties;
  • the presence and amount of toxic elements;
  • the presence of certain properties in the product that were declared by the manufacturer. It can be UV protection, antimicrobial or other properties.

The results that are obtained during the research are drawn up in a test report. If the data in it indicate that the product fully meets the safety requirements for it, permits can be issued and registered.

If a declaration of conformity is drawn up, then the applicant must register it from his personal account on the FSA website. But this does not mean that you need to go through all the stages on your own. Specialists of the certification center can help with this – enter the necessary information, attach scans of the required documents. After entering the information, the applicant must use the previously issued electronic signature and certify the data with an electronic signature. The electronic signature must be of a certain type – enhanced qualified. Only then can it be used to register the declaration. You can get such a qualified signature at a certification center.

How long will permits be valid?

SGR issued for cosmetic products is valid indefinitely. But in the event of a change in the composition of the product, which will change the properties of the finished product, the registration procedure must be repeated.

The declaration, if it is issued for the party, is valid indefinitely. But its action stops after the expiration date of the cosmetic product.

The period of validity of the declaration for serial production is limited. Its duration depends on the scheme to be used in the security validation. The maximum period of validity of the declaration for a cosmetic product is 7 years.

Note! In case of detection of inconsistencies of the manufactured products with the safety requirements imposed on them or violations made during the confirmation of conformity, the permit documentation is canceled.

Is certification required for cosmetics?

A certificate for cosmetics is issued, but it refers to voluntary documents. It is received to confirm the quality of products. When assessing, you can check compliance with the requirements of the state standard, technical specifications, and other regulatory documents. To obtain a certificate, you also need to pass laboratory tests. The certificate is registered in the voluntary certification system. The maximum validity of the document is 3 years.

Unlike the SGR and the declaration, which can be used in any of the EAEU countries. The voluntary certificate is valid within the Russian Federation.

What to Provide When Applying for Cosmetics Certification Assistance

The applicant must provide:

  • TIN, OGRN;
  • information about the product – TN VED code, composition, purpose, special characteristics;
  • information about the company that produces the product;
  • certificate of the QMS, which is valid at the enterprise producing the goods;
  • developed product label or its layout.
